NEET UG 2026 counselling is expected to begin in July 2026, approximately one to two months after the result is declared in June 2026. The entire process runs across four rounds and operates on two parallel tracks: MCC counselling for 15% All India Quota seats, and state counselling for the remaining 85% state quota seats.

AIQ vs State Quota: The Key Difference

This is the most important thing to understand before counselling begins.

15% All India Quota (AIQ) is managed by the Medical Counselling Committee (MCC). These seats are domicile-free, meaning any candidate from any state in India can apply. AIQ includes government medical colleges, AIIMS, JIPMER, ESIC, AFMC, central universities, and all deemed universities. MCC fills roughly 26,500 seats across five categories: 15% All India Quota seats in government medical and dental colleges, all seats in AIIMS, JIPMER, ESIC, AFMC, and 100% seats in deemed and central universities. 

85% State Quota is managed by each state's own counselling authority. These seats are primarily for candidates who have domicile eligibility in that state. Each state runs its own portal, timeline, and rules. Private medical college seats are also filled entirely through state counselling.

The critical rule: You must register separately for MCC counselling and your state counselling. They are not linked. You can and should participate in both simultaneously to maximise your chances.

NEET 2026 Counselling Tentative Schedule

Each round will be of 10 to 15 days duration. The counselling process involves release of seat matrix, registration form, choice filling and locking, seat allotment result, and institute reporting.

Step-by-Step NEET 2026 Counselling Process (MCC AIQ)

Step 1: Register on mcc.nic.in

Visit the official MCC website and click on UG Medical Counselling. Enter your NEET roll number, application number, name, mother's name, and date of birth. Create a password, pay the registration fee online, and download the confirmation page.

MCC registration fees for 2025 were Rs 1,000 for General/EWS candidates and Rs 500 for SC/ST/OBC/PwD candidates. Security deposits ranged from Rs 10,000 for government AIQ seats to Rs 2,00,000 for private and deemed seats.

The security deposit is refundable if you do not get a seat or resign before the final round. The registration fee is non-refundable.

Step 2: Choice Filling

After registration, log in and go to the Choice Filling section. Select colleges and courses in your order of preference. There is no limit on the number of choices you can add.

This is the most important step. The allotment algorithm assigns you the highest-ranked choice where your AIR meets the cutoff. A poorly ordered preference list can land you in a less preferred college even if your rank qualifies for better options.

Fill your absolute dream college first, then work downward to realistic options, then safe choices at the bottom. Add as many choices as possible. Candidates who fill more choices have significantly better chances across all rounds.

Step 3: Lock Your Choices

After finalising your preference list, lock it before the deadline. Do not rely on auto-lock. Review your preference list carefully and lock it yourself before the deadline. Auto-lock saves the last version, which may not be your intended final order.

Once locked, choices cannot be changed until the next round.

Step 4: Seat Allotment Result

MCC releases a provisional seat allotment result first. Candidates can submit objections online during a short window. After reviewing objections, the final result is declared. Download your seat allotment letter immediately from the MCC portal.

Step 5: Accept the Seat and Pay Fees

After receiving allotment, you must choose one of the following options:

Round 1 is the only round where free exit is allowed. From Round 2 onwards, if you accept a seat and do not report, your security deposit is forfeited and you may be barred from further rounds.

Step 6: Report to the Allotted College

Take all original documents and report to the college physically within the deadline mentioned in your allotment letter. Document verification happens at the college. After verification and fee payment, your admission is confirmed.

If any candidate accepts the seat that is allocated to them but fails to report to the allocated institute before the given deadline, their candidature will be cancelled.

State Quota Counselling: How It Works

State quota counselling runs on a parallel track to MCC counselling. Register on your state's official medical counselling portal separately.

Each state has its own rules, timelines, and domicile requirements. The general process is the same as AIQ: registration, choice filling, seat allotment, document verification, and reporting. However, choice lists are limited to colleges within that state.

Key differences in state quota:

  • Cutoffs are 20 to 40 marks lower than AIQ for the same colleges
  • Home state candidates face lower competition than AIQ
  • Private medical college seats are only available through state counselling, not MCC
  • Domicile certificate is mandatory for most state quota seats

You can participate in both MCC and state counselling simultaneously. If allotted a seat in both, you must choose one and resign from the other following the official resignation process on the MCC portal.

Documents Required for NEET 2026 Counselling

Keep all of these ready before counselling registration opens. Even one missing document can delay your reporting.

  • Class 10 certificate (for date of birth proof)
  • Class 12 marksheet and passing certificate
  • Valid government-issued photo ID (Aadhaar, PAN, or Passport)

  • Domicile or nativity certificate (for state quota)
  • 6 to 8 recent passport-size photographs
  • MCC seat allotment letter (downloaded from mcc.nic.in)

All documents must be carried in original along with self-attested photocopies. Names must match exactly across all documents, your NEET application, Aadhaar, Class 10, and Class 12 certificates.

The Four Rounds: What Happens in Each

Round 1: Main round. Most government seats are filled here. Free exit is allowed. Fill maximum choices. Accept or upgrade after allotment.

Round 2: Open to candidates not allotted in Round 1 and those who exercised free exit. Also allows upgrade from Round 1 seats. No free exit from Round 2 onwards. If you get a seat and do not report, fees are forfeited.

Mop-Up Round: Fills seats left vacant after Round 2. Fresh registrations are allowed. Allotment from Mop-Up is final and upgrades are not allowed.

Stray Vacancy Round: Final round for any remaining vacant seats. Candidates allotted here must join. Those who do not report are debarred from NEET for one year and lose their security deposit.

Seats left vacant after the last round of NEET counselling 2026 will be transferred to the respective state quota.

Common Mistakes to Avoid in NEET 2026 Counselling

Not registering for both AIQ and state counselling

Many students register only for MCC and miss state quota seats that their score could have easily secured. Always register for both tracks.

Filing fewer choices

Students who fill only 10 to 15 choices risk not getting any allotment if those colleges have higher closing ranks. Fill as many choices as possible, even colleges you consider unlikely.

Wrong order of choices

Put your most preferred college at the top, not your most likely college. The algorithm gives you the highest-preference option where your rank qualifies. A wrong order will get you a lower-ranked college even if a better one had seats available.

Missing the locking deadline

If you forget to manually lock your choices, the system auto-locks your last saved version. This may not be your intended final order. Always lock manually before the deadline.

Not reporting after accepting a seat

Once you accept a seat in Round 2 or later and pay the fee, you must report physically to the college. Failure to report results in forfeiture of fees and exclusion from further rounds.

Can I upgrade my seat after Round 2 allotment?

No. Upgrades are only allowed between Round 1 and Round 2. Once you are allotted a seat in Round 2 and accept it, you cannot upgrade further. Mop-Up Round allotments are also final with no upgrade option.

What documents do I need for state counselling that are different from MCC AIQ?

State quota counselling additionally requires a domicile or nativity certificate proving you are a resident of that state.
